You rank every college-course combination you'd accept, in true preference order. The allotment system works down your list and offers the highest-ranked option your rank and category qualify for, among seats still open.
Government seats are generally cheaper and more competitive; private seats trade off higher fees against different location/infrastructure options. AIQ seats are open nationally; state-quota seats need domicile eligibility. Your list should reflect which of these categories actually apply to you before you rank specific colleges within them.
Decide in advance how you'll treat an allotted seat you're unsure about — whether you'll report and try to upgrade in a later round, or hold out. Round- and state-specific rules on this vary, so check them before you need to decide under time pressure.
The College Predictor helps you discover which colleges are realistic for your rank. Choice filling is the next step — turning that shortlist into a properly ordered list ready for the official counselling portal.
