State quota and state-run private/deemed seats are generally restricted to candidates who meet that state's domicile definition — typically based on years of residence, schooling, or a parent's government service in the state. Domicile rules differ meaningfully between states.
Some states also run separate categories for in-state minority institutions, NRI/management quota seats in private colleges, and reserved categories specific to that state (in addition to central categories). Read your specific state's counselling bulletin for its exact category list.
